You should also look into some projects that its original or ceiling-tendered price had snowballed by between 10 to 25 per cent although its the duty of the Malaysian Anti-Corruption Commission (MACC).

KUALA LUMPUR: The Public Accounts Committee (PAC) will haul up 10 Federal ministries and several statutory bodies to explain weaknesses and discrepancies in projects handled by them.
The projects in question were highlighted in the first series of the 2014 Auditor-General’s report released on Monday.
“The issues this time do not involve a large amount of funds, but it concerns ministries and agencies which have not previously been called up by PAC.
“It gives us the opportunity to check up on these ‘less popular’ ministries and to inform the public of their activities,” PAC chairman Datuk Nur Jazlan Mohamed told reporters following a meeting with the Auditor-General’s department.
Among the ministries to be called up are the Housing and Local Government Ministry, Science, Technology and Innovation Ministry, Home Ministry, Defence Ministry, Finance Ministry, and Women, Family and Community Development Ministry.

They are expected to be called up before the next parliamentary sitting.

Projects procured through a direct negotiation process, especially in the construction sector, continued to be among the most problematic, Nur Jazlan revealed.
“The three People’s Housing Programme (PPR) projects in Sabah which remain incomplete were obtained through a direct tender process. 
“So was the construction and management of the Wisma Perwira Angkatan Tentera Malaysia building in Jalan Padang Tembak, which recorded weaknesses,” he said.
Agree! Direct tender and direct award should be stopped. It opens doors to cronyism and corruption. Even restricted tender should be reviewed as only the same pool of companies got it, leaving the potential up and coming new players to bite the dust.

Again, where does the project 'hike up price' go?

Talk to contractors, bidders and brokers. Its normal to hear 'insiders want 10 per cent'. What's that suppose to mean?

Transparency? Is there any?

I believe PAC should work alongside the MACC, and not alone.
