How do we define 'communication breakdown'?

Did Federal and Kelantan state officers play 'ignorant' to situations and the plight of flood victims?  Or political differences led to such an immunicado?

Politics? Could be...because I was there on a few occasions, noticing how some of them refused to cooperate because of 'PAS-Umno' and 'BN-PR' factors. It was such stupidity that also led to such a setback.
KUALA LUMPUR: A communication breakdown between the Federal and Kelantan governments contributed to the poor management of the massive floods in the state last December.
The Public Accounts Committee said Monday that the National Security Council (NSC) had admitted to certain weaknesses in managing the disaster, including a lack of cooperation from the state government in pre-flood planning.
"In previous years, there was no problem of cooperation between NSC and the state authorities.
"But last year, somehow the coordination was broken, maybe because of human factors," PAC chairman Datuk Nur Jazlan Mohamed said following a meeting with NSC officials in Parliament.
He said the council and other relevant authorities were "unprepared" to deal with the unexpected scale of the floods in the East Coast.

"NSC has explained to us that they intend to improve their existing SOP to prepare for future floods.

"We were told they plan to use scientific methods to zero in on areas that could be prone to floods," he said.

Nur Jazlan said the committee was also briefed on the NSC's use of the RM785mil Finance Ministry allocation for flood relief efforts.
A total of RM138mil was paid out in compensation to some 276,000 families affected by the disaster while RM214mil was spent cumulatively on rebuilding broken homes and new homes for the victims.
"Based on the explanation given to us, there is no issue of misappropriation of funds in the handling of the crisis," Nur Jazlan added.
So, there wasn't any misappropriation of fund. Sounds good and convincing.

However, the Malaysian Anti-Corruption Commission (MACC) is still 'studying' the case, right?
